Proposed Bylaw Amendments for Oct 6, 2011 Meeting

Proposed Amendments to the Community Advisory Council Bylaws
For October 2011 Meeting

1.    Amend Section 3.3 Term of Office:

Terms of Members shall be two three years, with a maximum of three two consecutive terms.  The terms of office shall be arranged so as to cause the terms of at least one-third of the Members to expire each year.  New member terms will start in October.

Rationale:  Currently, 2/3 of the members turn over at any given time because people only serve 2-yr terms.  With a 3-yr term, we can stagger the terms so that one-third of the members turn over every year.   This would also create fewer vacancies to fill each year.

2.     Amend Article 3.0 Council Membership, Section 3.4 Removal

The CAC will generally remove any Member who is absent without a valid excuse from any two consecutive all-member CAC meetings.   provided notice of the meeting where any such action is considered shall expressly state such proposed action as an item of business.  It is the Member’s responsibility to notify the Secretary or Chair in advance of the meeting if he or she is unable to attend.  The Secretary will keep attendance at the meetings.  The Secretary will notify Members of removal who miss two consecutive all-member CAC meetings without a valid excuse.

Rationale:  To tighten up the attendance requirements, and to provide more prompt action to remove members who do not attend required meetings.

3.     Amend Article 4.0 Meetings, Section 4.1 Time and Place of Meetings

Meetings shall be held at the call of the Chair or Station management.  All-member meetings shall take place at least once per year.  However, the preference will be to have meetings on the second Thursday in April and October each year.

Rationale:  This change is to reflect the current practice and to establish a more predictable meeting schedule.

4.     Amend Article 5.0 Officers:

The CAC shall have a Chair and a Secretary.  They shall be elected by the Members of the CAC at the first  Spring meeting of each calendar year.  They shall serve for one (1) year.

Rationale: This change is to have officers in place before new members arrive in October, and to allow for a smoother transition.
